Managing from the Gut

Read this article about homeland security. A reader has this to say: Chertoff says that Al Qaeda is “strongest since 9/11” and that he has “a gut feeling that we are in a period of increased vulnerability”. So, can we safely assume that this is an admission to the fact that “gut feelings” are the most measurable indices for the DHS when adjusting the threat assessment? Is it Orange? Is it Yellow? My gut feeling says that it is kind of a Dark Salmon... It would be funnier if it wern't so disturbing.
