Bush the Tax Man

This article by the CATO Institute suggests that: ...It seems safe to conclude that George W. Bush will go down in history as the biggest taxer and the biggest spender ever. Where have I heard that before? Certainly not from Karl Rove, saying here that the GOP is for low taxes and low spending: ...Rove's speech was about sharpening the differences between the GOP and its opponents. "They're for higher taxes. We're for lower taxes," he said during his description of the economy. "They're for more spending. We're for less spending." Somebody forgot to tell the President.
