New Torture Guidelines (?)

The President published a new Executive Order regarding torture recently. Read about it here and here. After all this, I am even more confused how this could come from the same President who presided over this (read this commentary) - Oh wait, that was somebody we didn't like... Anyone who is smart enough to figure out just what the hell this all means is hereby urged to post a comment here. Please, no stating the obvious....
